HOUSE BILL 5106 -RETIREMENT CREDIT FOR JUDICIAL MARSHALS
House Bill 5106, if passed, would mean that former Special Deputy Sheriffs of Connecticut, now working as Judicial Marshals, would be allowed to purchase retirement credit for the years between July 1, 1990 and July 1, 1999, depending on their individual date of hire.
Special deputy sheriffs, for many years, were treated as if they were state vendors, and as such, they received no state benefits. In 1990 the Dept. of Administrative Services declared that special deputy sheriffs were to be covered by the Fair Labor Standards act. In January, 1991 the IRS determined that special deputy sheriffs were state employees for tax purposes, and the State placed special deputy sheriffs on the state payroll system.
What I am asking you to do today is to tell these legislators that the special deputy sheriffs were state employees and should have been part of the State Employees Retirement System, and to give them the right to contribute to their retirement beginning July 1, 1990, and thereafter, depending on their date of hire and their eligibility.
THEY ARE NOT ASKING FOR A HANDOUT. They are asking for the right to purchase their time, a right that was previously not afforded to them. They need your support now!
